Volunteering to Serve the City of Sanger

Volunteers play a vital role in the Sanger community. Serving on one of the various boards, commissions, or committees is an excellent way to get involved and contribute to your community.

Overview

The Council shall create, establish, or appoint, as may be required by the laws of the State of Texas or this Charter, such boards, commissions and committees as it deems necessary to carry out the functions and obligations of the City. The Council shall prescribe the purpose, composition, functions, duties, accountability, and tenure of each board, commission and committee, where such are not prescribed by law or this Charter.

The Council shall annually publish, during the months of April or May, the opportunity for the citizens of Sanger to serve on boards or commissions.

The Council shall establish and maintain a list of names of qualified persons who are willing to serve to form a “pool of alternates and members” for appointment to such boards, commissions and committees.

Qualifications

As set forth in the City's Charter Article X, Boards, Commissions and Committees, §10.02 Qualifications

Members of all boards and commissions must be:

  1. Residents of the City of Sanger for at least six months preceding the date of appointment.
  2. Qualified voter
  3. Not be an officer of the City nor any person who holds a compensated position with the City.

Note: 4A and 4B Board residency requirements and terms are specific to each board and are noted on the following pages.

Attendance

Attendance at meetings is a requirement. Any member missing three (3) consecutive meetings without prior notification shall be replaced by the City Council.

Term of Office

All board and commission members may serve three (3) consecutive two (2) year terms. A member may be re-appointed to the same board or commission after a one (1) year absence, or may be appointed to serve on other boards or commissions immediately.

Appointment Process

The Council shall annually publish, during the months of April or May, the opportunity for the citizens of Sanger to serve on boards, commissions, or committees.

The City Secretary's Office accepts applications for the boards each spring (April-May) for annual appointments and reappointments. Current board, commission, and committee members whose terms are expiring may reapply for their position on the board or commission and participate in a reappointment process, similar to new applicants. The Mayor will make recommendations, followed by approval from the City Council, and make final appointments during the summer.  

All applications received, including those from incumbents, are reviewed and verified. Members are appointed by the Mayor and approved by the City Council. Applicants will be contacted after the appointments are official.

4A Economic Development Board

The 4A board is empowered to expend funds to expand existing businesses or attract new businesses that will create primary jobs within the community.

4B Economic Development Board

4B Boards are authorized to expend funds for economic development projects and specific projects that improve the quality of life.

Capital Improvements Advisory Committee

The committee is established to provide guidance to the political subdivision by advising on land use assumptions, reviewing and commenting on the capital improvements plan, and monitoring its implementation. Additionally, it is responsible for filing semiannual reports regarding the plan's progress and any perceived inequities, as well as advising on updates to the land use assumptions, capital improvements plan, and impact fees.

Library Board

The board serves as a consulting and advisory body that studies and recommends policies regarding the operation, promotion, enlargement, and future planning of the Sanger Public Library.

Park & Recreation / Keep Sanger Beautiful Board

The board serves as a consulting, advisory, and supervisory body to study and recommend policies relating to the operation, promotion, enlargement, future planning, and such other matters involving city parks as may be referred to it by the City Council.

Planning & Zoning Commission

The Planning and Zoning Commission is responsible for the administration of the City of Sanger Zoning Ordinance.

Sanger Cultural Education Facilities Finance Corporation

The Corporation shall issue bonds, notes or other obligations to finance and refinance all or part of the cost of one or more facilities to accomplish the public purposes set forth in the corporation's Articles of Incorporation and the Act. The Corporation shall be a nonprofit corporation, and no part of its net earnings remaining after payment of its bonds and expenses shall inure to the benefit of any person other than the City.

Zoning Board of Adjustment

The Zoning Board of Adjustment meets to review applications for variances from the strict terms of the City of Sanger Zoning Ordinance to relieve unnecessary hardships.
